I believe Phantoms will return along with the three legends. Not sure when they will return, however.

Phantoms will probably return appx. 6 months after legends return, or not for a while after that.
When Legends will return, don't ask me.

They will return obviously, however not anyone here can tell you a exact or at least estimated date because enxon is the most unpredictable people on earth =/
However if i was to put a number 8-12 months and come back with a revamp of some sort with all the legends.
