It's an IP block, you can change your IP address using Hotspotshield and see if the problem gets resolved.

u can change ur IP using VPN or HSS

u can change ur IP using VPN.For getting VPN,Go to Google and search for 'free anonymous VPN' you can use any website.

You can use this program to change your ip to Korean. I've use this when Nexon block the South Asian.
