Because I only have Windows 7 installed in all of the computers in the house, I will make this guide in Windows 7. Windows XP and Vista should be very similar, though.

Step 1. Getting the Korean Keyboard input active
Most of the time, when you change to Korean Code-page, it should already have it set for you. But you can never be too sure!

Go to your Control Panel and locate Clock, Language, and Region

Click on Change keyboards or other input methods.

The following window will pop up

Go to the Keyboards and Languages tab and select Change Keyboards...

In this next screen, it will show you the current Installed Keyboards you have.

If it shows Korean (Korean) -> Keyboard -> Microsoft IME in the installed box, SKIP TO STEP 2

Now you will need to press Add... and locate Korean

And tick ONLY Microsoft IME. Then click OK.

Congratulations. You have the Korean Keyboard input active now.

    Step 2. Typing Korean
[small]*Please note that you need to be on a writing surface (Microsoft Word, Wordpad, etc) for this to be able to work properly.[/small]
You should have EN on the right of your taskbar. When you click on it, it should look like the following:

Click on Korean and it should show up as the following:

You are now using the Korean Keyboard input. This however, does not mean you can type in Korean. You will need to press the A[/big] and a symbol should change instead. Congratulations! You are now typing in Korean.

The following picture below shows the layout for the Korean keyboard

Like the footnote says, the left characters on a specific key (like W or E) represent those that you type WITHOUT Shift. The right characters represent the those that you type WITH Shift being used.

Step 3. Getting to know your shortcuts (optional step but highly recommended)
Let's return back to the window with the Installed Keyboards and this time, click on Advanced Key Settings tab.

You should be focusing on the section Hot keys for input languages.
As you can see, for my default Key sequence, it shows Left Alt + Shift. This means I can go to any writing surface and press Left Alt + Shift and I will switch from Korean keyboard to English keyboard. This key sequence does NOT mean you can type Korean then back to English. To do that, When you are in Korean Keyboard input, press Right Alt. You should now be typing Korean.

In short, just press Left Alt + Shift then press Right Alt. (That is, for me. But it's usually the same for all Windows 7 users).
Lol , at the first i didnt understand what im doing in korean but know you told me how thank you so much :D
